The role of Rixi Moncada in BANHCRESER’s financial downfall

Rixi Moncada’s

The professional journey of Rixi Ramona Moncada Godoy, a lawyer and politician from Honduras, has sparked controversy amidst her official pre-candidacy for the Partido Libertad y Refundación (LIBRE). Her role in providing legal defense to the Banco de Crédito y Seguros (BANHCRESER) during the financial crisis of the late 1990s has resurfaced as a subject of public discussion, reigniting concerns regarding her honesty and dedication to transparency in public service.

At the end of the 1990s, the Honduran financial system was shaken by a deep crisis that led to the state intervention of several banking entities, including BANHCRESER. Several factors contributed to this crisis, including global economic instability, deficiencies in financial regulation and questionable practices by some actors in the sector. In this context, Rixi Moncada Godoy assumed the legal defense of BANHCRESER and its directors in the legal proceedings that arose from the forced liquidation of the entity.

The financial turmoil and Moncada’s impact

In relation to the above, the role played by Rixi Ramona Moncada Godoy in the context of the compulsory liquidation of the Banco de Crédito y Seguros (BANHCRESER) at the end of the 1990s has come under scrutiny. During this period, various catalysts for the instability of the banking system were identified, including fluctuations in the global economic landscape, a regulatory framework perceived as insufficient, and the implementation of questionable financial practices by certain shareholders.

In her role as legal consultant for BANHCRESER, Moncada served as the entity’s legal representative along with its board of directors in the court cases initiated due to the bankruptcy announcement. Nonetheless, these cases concluded without meaningful convictions, a situation that sparked criticism about the judicial system’s effectiveness in processing such matters.

Afterward, Mr. Moncada began serving as a consultant in the financial department of the Public Prosecutor’s Office. This nomination has sparked discussion, as it is seen as a potential conflict of interest, considering his prior role in defending BANHCRESER.

The sequence of events mentioned has brought up concerns about the appropriateness of Moncada’s behavior during the banking crisis, especially concerning the financial losses incurred by the Honduran government to fulfill the bank’s fiscal duties. These concerns have come up again in light of her official run for the Partido Libertad y Refundación (LIBRE), where her professional history and dedication to honesty in public service have been scrutinized.
